At Marshall Policy Solutions, we help institutions move from intention to impact. Our services are rooted in nearly two decades of experience across federal, state, tribal, nonprofit, and philanthropic sectors — and shaped by a deep commitment to equity, Indigenous sovereignty, and systems-level change.

Who we are

Founded by Joshuah Marshall — a policy strategist, federal leader,  advocate, and Northern Arapaho and Black man born and raised on the Wind River Indian Reservation — our work is rooted in lived experience and backed by nearly 20 years of leadership across the nonprofit, philanthropic, and public sectors. Joshuah brings deep expertise in health policy, infrastructure investment, and tribal-federal relations, having led initiatives inside the Biden-Harris Administration, the Center on Budget and Policy Priorities, and the Administration for Native Americans.
